The African Diaspora Central Bank (ADCB) and the Vanuatu trade commission have entered into an agreement with Water and Sanitation for Africa, which is the official water and sanitation organization for Africa. Dominion International Consortium will serve as the lead contractors for this project

The campaign’s slogan is “FROM SLAVE SHIPS TO CRUISE SHIPS.” The Honorable Bola Ahmed Tinubu, President of Nigeria, serves as the global ambassador for this initiative. The initiative aims to construct an initial six cruise ships with a budget of $9 billion USD. Dominion International and its consortium of engineers are the primary contractors for this project.

Dominion International LLC has partnered with the African Diaspora Central Bank (ADCB) and the Vanuatu Trade Commission to train an initial 11 million Africans in Artificial Intelligence (A-I). Over 2500 trainers have been trained, and more than 3 million Africans have benefited from their expertise. Below is a recent announcement from Ghana.
The Director of the Diaspora Affairs Office, Office of the President (DAOOP), Mr. Kofi Okyere Darko (KOD), held a follow-up high-level meeting with H.E. Amb. Prof. Hugh Keku Aryee, Vanuatu’s Trade Commissioner to Ghana, alongside a distinguished delegation led by HRM Rex Timothy McPherson Semako — President of the African Diaspora Central Bank (ADCB) and Chairman of ECO-6.
This engagement deepened discussions on the AI Africa Project — a transformative initiative spearheaded by the Vanuatu Trade Commission–Ghana and ADCB to train over 1 million Ghanaians and 11 million Africans in Artificial Intelligence, with a focus on prompt engineering, digital innovation, and AI applications across 200 economic sectors.
The meeting followed the successful launch of AiAfrica Labs and the graduation of 250 Platinum AI Trainers on 12th August at the Accra Digital Centre — an event endorsed by the Ministry for Communication, Digital Technology, and Innovations, reinforcing AI as a pillar of Ghana’s digital transformation and 24-Hour Economy agenda.
For DAOOP, this collaboration is policy in action — directly aligning with the implementation phase of the Ghana Diaspora Engagement Policy (DEP), which prioritises skills transfer, technology adoption, and diaspora-driven investments. Through coordination with 27+ Ministries, Departments, and Agencies (MDAs), DAOOP is ensuring that both domestic and international institutional alignment supports these high-impact projects.
The discussions reaffirmed DAOOP’s commitment to integrating the AI Africa Project within policy implementation framework — enabling cross-sector benefits for youth, creatives, businesses, academia, and public institutions.
Together, Ghana and the Republic of Vanuatu are demonstrating that diaspora capital, cultural diplomacy, and technological innovation can merge to shape Africa’s future. From AI-driven agriculture and smart cities to global trade and cultural exchange, this partnership is not just building skills — it is building the Africa we want.
